- Since 2009, the Ministry of Health and Welfare(MOHW) has enforced the Foreign Patient Attraction Institution Registration System, ensuring the provision of safe and high-quality medical services. In 2016, the mandatory medical malpractice liability insurance was introduced, further enhancing accountability in medical accidents.

- Under Article 28 (Penalties) of the Medical Overseas Expansion Act, individuals who attract foreign patients without registering may face up to 3 years of imprisonment or a fine of up to 30 million won (USD 23,000). Reporting illegal brokers is incentivized with a reward of 10 million won (USD 8,000).
