: All Koreans have been receiving health care through health insurance and medical aids since the universal health insurance system was adopted in 1989. By the end of 2008, the population receiving health insurance benefits (including Koreans and foreigners) totaled 48.16 million, with 1.84 million eligible for medical aids . The numbers of Korea's healthcare providers and hospital beds have been continuously rising, and by 2008 the total number of healthcare providers was 54,165 or about 1.4 times that of 2000.
